You cannot download the ISO anywhere when you dont have an OS.
The only way to mount remotely is if you had a windows server somewhere close to the datacenter where your other server is...you can mount an ISO from that windows server as a "share drive" and install the OS.
The best way is still to have your dedicated server provider to install the OS...not sure why they provisioned the server without any OS.
