But sometimes it's still best to offload larger content to a slave VPS optimized for file serving only.I can't think of a single instance where that would be the case, serving static content is one of the lightest things a web server can do. The added overhead of an additional OS, web server, and everything else that goes into a separate server would be overkill and unnecessary waste, imho.
For instance, most servers I've tested can serve upwards of 10,000 to 50,000 static requests per second. If you're hitting those levels, a VPS isn't the solution.

What I've observed is that somebody using a site, and downloading a large file from it, sometimes isn't able to use that site quite as speedy anymore. It's a user-end issue. By putting up those long sustained connections on another server, the site goes faster again. Also ignoring the issue of bandwidth on the download end -- this is separate from that. Example, as an email I've received (paraphrased): "I started to download a file from your site, and then the site started to go slow, so I had to come back later to post this." --- But the site/server was fine.
All I can say is that offloading the files solved it.
